Definition

1. Public buildings with the building height more than 50m;

2. Shop, exhibition, telecommunication, post, trade and finance buildings and other multi-functional combined buildings with any floor with the building area more than 1000m² in the part above 24m height of building;

3. Medical buildings and important public buildings;

4. Broadcasting & television and disaster prevention commanding and dispatching buildings at the provincial level or higher, and electric dispatching buildings at the network bureau or provincial level;

5. Libraries and stacks with a collection of more than 1,000,000 books.
